There has been growing scrutiny of Indian tourists abroad after several videos showing them dancing on airport tarmacs, filming reels inside restaurants or creating disturbances at popular tourist destinations went viral on social media. Such incidents have often sparked debate about public behaviour, civic sense and how traveller represent their country on foreign land.
This time, however, an Indian was not under the spotlight but a foreign tourist in India. His inappropriate behaviour in public while visiting Dharamshala in Himachal Pradesh has gone viral, with people asking where is the “civic sense” police now.
In a video posted on X (formerly Twitter), the elderly foreigner was seen creating a disturbance at a fruit and vegetable stall in a busy local market. A vendor was captured weighing produce on a scale when the man repeatedly tossed tomatoes into the air and caught them. Moments later, he picked up another vegetable and continued with the same act. At one point, he failed to catch it on time and they fall onto the road.
He was also seen gesturing animatedly towards someone off the camera and was also heard using foul language. Despite his inappropriate behaviour, the vendor and several bystanders appeared to take the episode lightly, with some seemingly amused by his antics. But the internet was far less forgiving.

“Where Are The Civic Sense Warriors Now?” Asks Internet
In the comments section of the post, which was shared with the caption, “A foreign tourist created chaos in Dharamshala’s busy market, threw vegetables from vendors’ stalls, damaged property, and even misbehaved with a female police officer before being arrested,” many users criticised his actions.
“When an Indian misbehaves overseas: ‘This represents your country’s culture.’ When a foreigner misbehaves in India: ‘It’s just one individual.’ Either individuals represent nobody, or everyone gets judged equally. Pick one,” said one user.
“Where are the civic sense warriors now??” asked another person.
“When visiting other countries, you are not an individual; you become an ambassador of your country. You need to behave accordingly, otherwise you will defame not only yourself but your entire country,” explained someone else.
One user wrote, “Funny how everyone has endless criticism when an Indian behaves a certain way abroad, but when a white person does the exact same thing? Total silence. The hypocrisy is loud.”
Another commented, “Looks like he’s on some drugs and absolutely zero tolerance to this kind of behaviour should be allowed!”
Meanwhile, someone shared, “These kinds of things happen very rarely, and no foreigners will support him. Indians habitually do these things, like dancing, and aggressive behaviour, or stealing, SCAMMING people, and are always supported by arrogant Indians and also take pride in it.”
