Panaji: Goa Industrial Development Corporation (GIDC) has been awarded a Rs 1 crore project by the directorate of Industries, Trade & Commerce (DITC) to implement a Green Index and a Green Credit Model for industrial estates and MSMEs under central govt’s RAMP Programme. An advance of Rs 40 lakh has already been released, with a formal agreement between the two parties currently under process.The Green Index will involve developing a comprehensive evaluation framework assessing industrial estates on parameters including energy efficiency, water conservation, waste management, pollution control and biodiversity preservation. Goa-IDC’s existing on-ground presence and access to estate-level data are expected to support the framework’s design and rollout.The Green Credit Model, meanwhile, will involve designing a structured mechanism to assess the environmental performance of MSMEs, issue tradable green credits, and facilitate transactions between MSME units. The model will draw on Goa-IDC’s experience in industrial compliance and its administrative infrastructure to ensure transparency and efficiency.RAMP, or Raising and Accelerating MSME Performance, is a world bank-supported scheme of the ministry of MSME aimed at improving the competitiveness, market access and sustainability practices of MSMEs. In Goa, the scheme is being implemented by the industries department with a total outlay of Rs 61.6 crore for the period FY 2024-25 to FY 2026-27. Under the state’s approved strategic investment plan, Rs 50 lakh each could be allocated for the Green Index and the Green Credit Model.To execute the project, GIDC plans to engage a consultant from the industry through govt e-marketplace (GeM) portal, in line with applicable procurement norms, said a GIDC official. The consultant will be engaged for a period of one year and will assist in developing both frameworks, ensuring their design and implementation align with best practices.The proposal was discussed at the GIDC board meeting recently, where industries minister Mauvin Godinho and GIDC chairman Aleixo Reginaldo Lourenco were present.
