Chandigarh: The MC has outlined steps taken to regulate street vending in the city in a detailed affidavit filed in the Supreme Court. The civic body submitted the affidavit on Friday in compliance with the apex court’s July 1 order.The civic body informed the court that of 1,521 registered vendors, 747 have been declared ineligible and debarred from allotment of sites. The remaining 774 were found to be eligible as they have been regularly paying vending fee. Explaining the decision, the MC told the apex court: “Out of the said 1,521 vendors, 774 vendors have been found to be eligible as they are regularly paying the vending fee and the remaining 747 street vendors have been considered ineligible for allocation of vending sites due to outstanding dues of vending fee.

” The affidavit also included decisions taken by the Town Vending Committee (TVC) in its July 10, 2026 meeting. It detailed the draw of lots conducted on July 18 to allot suitable vending sites to eligible vendors.The affidavit stated that with respect to the July 1 order, the draw of lots was conducted on July 18 as per the decision of the 37th meeting of TVC and 498 sites were given to vendors who qualified as non essential service providers (NESP). Out of these, 405 sites went to vendors who had previously been placed in the essential service providers (ESP) category because of a 2020 notification. After cancellation of that notification, they were reclassified as NESP.The remaining 93 sites were allocated to registered NESP vendors who had not earlier been allocated sites. Besides, 276 vendors were given their old sites, which had stayed vacant since 2020 due to a change in classification. The MC added that vendor details, along with allotted numbers, will be shared with the deputy commissioner, senior superintendent of police, and respective police stations for verification.The affidavit also highlighted measures to improve facilities in vending zones. The chief engineer has been directed to ensure amenities such as public toilets, mobile toilet vans, drinking water, lighting, and proper road signage. Demarcations have already been carried out to streamline vending areas. Officials said nodal officers have been appointed for day-to-day monitoring and overall facilitation of vendors. The vending zones have been made fully operational with adequate signage.The MC informed the court that CCTV cameras will be installed within three months, with provisions for storing video footage. This step is aimed at strengthening oversight and ensuring transparency in vending operations. To support vendors and customers, a dedicated helpline number — 9056937103 — has been launched. The civic body said the helpline will help regulate vending areas, build confidence among vendors, and provide assistance to buyers.The affidavit also mentioned that the chairperson of the Grievance Redressal and Dispute Resolution Committee (GRDRC) and the appellate authority/mayor have been asked to comply with court orders. They have been asked to dispose of all pending applications and appeals expeditiously, after giving due opportunity of hearing to parties concerned. The MC said it expects all vending zones across Chandigarh to be fully covered with CCTV cameras in three months, ensuring proper management and compliance with the Supreme Court’s directions.
