Gurgaon: Department of town and country planning (DTCP) on Friday resumed its enforcement drive in DLF-3, demolishing illegal constructions in stilt parking areas, sealing four properties being used for unauthorised commercial activities and clearing encroachments from around 4.5km of public right of way (RoW).The operation, led by district town planner (enforcement) Amit Madholia, marked the third phase of the department’s ongoing enforcement drive against illegal constructions and unauthorised commercial use of residential properties in DLF phases 1 to 5. The exercise is being carried out in compliance with directions of Punjab and Haryana high court.The action targeted S Block, T Block and Siris Road. Police and district administration officials were deployed to maintain law and order during the operation.At property S-7/6, officials demolished servant rooms and toilets constructed in the stilt parking area. A drawing room and toilet built in the stilt area at S-9/20 were also removed. At Moulsari Avenue-82, three servant rooms and toilets raised in the stilt parking area were demolished. Officials said the owner of property S-7/15 voluntarily removed an illegally constructed drawing room in the stilt area and restored the building to its sanctioned plan before enforcement action began.The department also intensified its sealing drive against commercial activities operating from residential buildings. An architect’s office functioning from the basement of property S-9/21-22 was sealed for alleged violation of land-use norms.In T Block, the entire building at T-1/1, where a 15-room OYO guesthouse was operating, was sealed. Another 14-room guesthouse operating at T-7/1 under the name “Cadbury Company” was also sealed. Officials additionally sealed five servant rooms constructed in the stilt parking area of property T-2/10 and three servant rooms built in the stilt area of property SR-47.Officials said nearly 4.5km of RoW was also cleared by removing encroachments outside more than three dozen houses. Guard rooms, iron grills, platforms, flower pots, decorative structures and other permanent and temporary encroachments on public land were dismantled.Officials said the enforcement team faced resistance at a few locations. In T Block, a woman protested when officials began demolishing illegal structures in a stilt parking area. The team informed her that notices had already been served and sufficient time had been given for voluntary compliance. Objections were also raised at a few locations during the anti-encroachment drive, but the operation remained peaceful with adequate police deployment.Madholia said the department would continue its enforcement campaign to ensure compliance with the high court’s directions. Officials said two earlier phases of the drive had already been carried out in S Block over five days, from June 18 to 20 and again from July 3 to 4. The enforcement campaign will now move to DLF-4 on Saturday.Ahead of the operation, Madholia inspected DLF-4 on Thursday evening and reviewed unauthorised commercial activities operating from residential buildings. During the inspection, operators were issued a final warning to stop commercial use of residential premises or face sealing. Officials said no additional time would be given to remove belongings after a property is sealed.Officials added that public notices had been issued around 15 days ago through door-to-door distribution, public display and announcements, directing residents to remove illegal constructions in stilt parking areas and discontinue unauthorised commercial activities. Those who failed to comply will now face enforcement action.
