Nagpur: The city police brass has directed all police stations to identify, document, and monitor “new” criminals who have so far escaped official records. The move is aimed at preventing security threats in future through timely preventive action.The circular, issued on July 7 by CP Vishwas Nangre Patil, marks a significant shift from reactive policing to intelligent, data-driven preemption. This pattern of preventive policing proved effective during Nangre Patil’s tenure as Jt CP Mumbai, said sources.The circular titled ‘Guidelines for preparing records of newly formed criminals not under supervision and proposing preventive action,” addresses a critical gap in traditional policing, said an official.Under the new directives, every police station’s senior officers and crime investigation team must periodically scan complaints, including non-cognisable ones, to spot emerging offenders.A register will be maintained for these “newly formed” criminals, with detailed personal information, photographs, criminal backgrounds, modus operandi, and records of action taken. “Separate classification based on criminal history and crime patterns will further strengthen monitoring,” said an official.“For citizens, this means safer neighbourhoods and a police force that anticipates trouble rather than merely responding to it. Shopkeepers, traders, and local residents are encouraged to share information proactively, turning community alertness into a powerful tool against crime,” said a top official.During their station visits, zonal dy commissioners of police will summon these individuals, preferably during roll call, to assess threat, recommend appropriate measures.“If such persons shift to another jurisdiction, the concerned senior police inspector must be immediately informed to ensure seamless tracking,” said an official.
