Now, transport management committees to revive KSRTC

T’puram: The state govt has ordered the formation of transport management committees at all Kerala State Road Transport Corporation (KSRTC) depots to ensure their comprehensive development and improve the cleanliness of buses through public participation, transport minister C P John said on Thursday.The committees, to be chaired by the MLA of the constituency where the depot is located, have been constituted to improve depot infrastructure, cleanliness, passenger amenities, quality of canteen services and services, including bus schedules, while ensuring public participation and local cooperation. They will also mobilise additional resources through sponsorships, corporate social responsibility (CSR) funds and public contributions.Each committee will comprise the local MLA as chairperson, the local MP or a representative authorised in writing, the head of the local self-govt institution where the depot is located , the ward member, representatives of political parties represented in the assembly and a KSRTC officer nominated by the corporation’s CMD. In the absence of the MLA, the head of the local body will chair the meeting. The depot unit officer will serve as the convener.Their recommendations on service schedules and operational matters, however, will be advisory in nature, with the final decision resting with the KSRTC management.The committees will also oversee the functioning of depot canteens, monitor the quality of food and services, undertake passenger welfare activities, promote public participation and remain vigilant against irregularities. They will be responsible for mobilizing funds through sponsorships, CSR contributions and public donations in cash or kind, including furniture and other materials.To manage these funds, a joint account will be opened in a scheduled bank in the names of the convener and an official authorised by the KSRTC CMD. The committees will be permitted to undertake construction and repair works within the financial limits prescribed by the corporation from time to time. Proper accounts of receipts and expenditure will have to be maintained, audited and placed before the committee.The committees will meet at least once every three months. The minister said the formation of the transport management committees would help transform KSRTC into a public service institution with active public participation, while improving the quality of infrastructure, passenger services and maintenance across depots.
