The Jammu and Kashmir government has declined Central Bureau of Investigation (CBI) sanction to prosecute IAS officer Rajeev Ranjan on corruption charges in the multi-crore arms licence scam allegedly involving many district magistrates, which was unearthed by ATS Rajasthan in 2017.

In its status report filed before the Jammu & Kashmir and Ladakh High Court, the General Administration Department said in response to a clarification sought by DoPT, the CBI vide letter dated November 30, 2022, has intimated that prosecution sanction under CrPC section 197 is specifically warranted in those cases where accused public servant has committed criminal offence while discharging official duties.

“In the present instance, the issuance of arms licence in bulk after taking illegal gratification from gun house dealers/middlemen is in no way connected with official duties of concerned public servant,’’ it said.
