Buyers of affordable project stalled since 2016 see red in email claim

Gurgaon: Homebuyers of the stalled Expressway Towers affordable housing project in Sector 109 have written to Haryana’s top officials alleging misuse of official govt email channels to influence proceedings related to the delayed project.In a representation submitted to Haryana chief secretary Anurag Rastogi, additional chief secretary (town and country planning) Anurag Agarwal, DTCP director Amit Khatri and HRera Gurgaon chairman Arun Kumar, the association alleged that emails sent by a group of 33 allottees opposing a proposed takeover of the project by another developer were forwarded through official channels and later formed the basis of communication issued by HRera to DTCP.The association has called for an inquiry into how the emails were handled and whether proper procedures were followed. They claimed the emails were quickly forwarded from the chief secretary’s office to the ACS-TCP office, and then to HRera. They claimed these communications were meant to influence the ongoing process in which allottees are trying to take over the project’s completion.Launched in 2016, the project remains incomplete despite a decade-long wait and ongoing criminal investigations against the developer.The association further said that HRera earlier undertook proceedings concerning the project but subsequently closed the matter in Oct 2025, citing limitations arising from ongoing criminal and financial investigations. Following this, buyers approached DTCP seeking completion of the project through provisions available under the Haryana Development and Regulation of Urban Areas framework.According to the representation, more than two-thirds of the project’s 1,087 allottees have submitted their consent to a proposal allowing a buyer-identified agency to take over and complete the project. The association alleged that objections raised by a group of just 33 allottees do not represent the majority and risk delaying the project’s revival.Buyers also highlighted the ongoing financial burden of paying both rent and EMIs due to the prolonged delay. They urged authorities to fast-track a decision on the project’s future and permit steps towards its completion.
