Bihar News: Since the number of Panchayats and Mukhiya seats could change after delimitation, candidates may have to wait for the final notification before knowing the exact electoral boundaries and reservation status of individual seats.
Patna News: Discussions over the upcoming Bihar Panchayat elections have already begun across villages and towns, with potential candidates stepping up preparations even though the polls are still several months away.
The tenure of the current Mukhiyas is scheduled to end in November-December 2026. However, the elections could be delayed this time as the state is expected to undertake the delimitation of Panchayats before the polls.
According to Panchayati Raj Minister Deepak Prakash, the elections will be held only after the delimitation process is completed. The exercise could change the number of Panchayats in the state and, consequently, the number of seats for Mukhiyas.
The number of Mukhiya seats is being discussed as potentially increasing by around 60%. Under the existing system, census data is used for delimitation, and the total number of Mukhiya seats is expected to reach around 13,000.
Potential Candidates Already Begin Preparations
Although the elections are expected to be around five to six months away, prospective candidates have already started preparing for the contest.
Contacts are being increased in villages, meetings are being organised and discussions over potential candidates have begun in several areas.
For those planning to contest the Mukhiya election, arranging the required documents in advance could help avoid last-minute problems during nomination.
1. Name Must Be On The Voter List
The most important requirement is that the candidate’s name must appear on the voter list of the relevant Gram Panchayat.
Those planning to contest should check their electoral details in advance and ensure that their voter ID card is available. An Aadhaar card alone should not be assumed to be sufficient for proving eligibility to contest the election.
2. Proposer’s Details And Signature Required
Candidates will have to submit the prescribed nomination form, containing details of both the candidate and the proposer. The proposer must also be a voter, and their signature is required on the nomination form.
Prospective candidates should therefore keep the proposer’s details ready before the nomination process begins.
3. Keep Age Proof Ready
A candidate contesting the Mukhiya election must be at least 21 years old. Documents such as a matriculation certificate, birth certificate or other valid age-proof documents may be required.
Candidates should check their name and date of birth across all documents and rectify any discrepancies well before filing their nomination.
4. Affidavit Must Include Key Details
Candidates are required to submit an affidavit or prescribed declaration along with their nomination. The document provides details relating to the candidate’s assets, liabilities, educational qualifications and criminal record.
Information regarding the assets of the candidate’s spouse and dependants may also be required. Pending criminal cases and court convictions must also be disclosed as applicable.
5. Toilet Declaration May Be Required
Candidates must also provide a declaration regarding the availability of a functional toilet at their residence. The declaration is intended to confirm that the candidate and their family members do not practise open defecation.
Prospective candidates should keep the relevant written declaration or affidavit ready for the nomination process.
6. Keep Recent Photograph And Photo ID Ready
Candidates should also keep recent passport-sized photographs ready for enrolment and nomination-related requirements.
Along with the voter ID, an Aadhaar card or another government-issued photo identity document may be needed for verification.
7. Keep Fee Or Security Deposit Receipt Safe
A prescribed nomination fee or security deposit will have to be submitted as applicable.
Candidates should retain the payment receipt after making the required deposit. The amount can vary according to the applicable rules and candidate category.
Candidates may also need to clarify whether they have any outstanding dues linked to the Panchayat, Panchayat Samiti or Zila Parishad.
8. Reserved Seats Require Caste Certificate
If the Mukhiya seat is reserved, candidates may need to produce a valid caste certificate.
Those belonging to categories such as SC, ST, EBC or BC should ensure that their relevant certificate is valid and available before nominations begin.
9. Keep Residence Certificate Ready
Candidates may also need to provide documents establishing their residence in Bihar.
A residence certificate should therefore be kept ready, although the exact documents that will be mandatory will depend on the final election notification issued by the authorities.
Delimitation Could Change The Election Picture
The delimitation exercise is expected to be a key factor in determining the final structure of the upcoming Panchayat elections.
Since the number of Panchayats and Mukhiya seats could change after delimitation, candidates may have to wait for the final notification before knowing the exact electoral boundaries and reservation status of individual seats.
